How insanely strong has Stockfish this year become? (TCEC)

There are estimated ELO-Ratings for SF of 3500. Is it true?
Engine rating mainly depend on software version, access to opening databases and tablebases, technical performance of the machine and its optimization. It is hard to statistically verify such statement without clear context. Anyway such value is a trend and it is technically possible.
Any rating an engine has e.g. in an event like TCEC is meaningless compared to Elo since there is no calibration, no rated man vs. machine matches. So we can only guess how strong it would be. (On a side note, 3500 is so much higher than the highest rated human that the elo system doesn't really work anymore; it's not built for such high differences in rating)
I heard houdini is expected to surpass sf and komodo this tcec. Also read some sf code is used/stolen for houdini.
Sf code is open for the public to learn. Everybody is welcome to learn from it.

Houdini is not expected to surpass SF. It currently at least is ahead of Komodo but not by a lot, the sample size is still small (and the author himself said it's not stronger).
That SF stole code is nonsense, as pointed out by #6 it's open source so that would immediately be noticed.
Houdini has been accused for using Ippo code but it's not proven so it's not fair to blame Houdart either.

I image SF > Houdini >= Komodo.
As others have already pointed out, it is difficult to estimate the engine's performance in comparison to human players. Furthermore, engine vs. engine and engine vs. human matches usually give inconsistent results regarding the Elo system, so you cannot just play against a weaker engine and extrapolate the Elo of stronger engines via engine vs. engine matches.

Handicap matches against grandmasters indicate that the best engines are 3200+. Exact numbers are not credible, because there are way too few engine vs. human matches to get enough statistics.
By inconsistent I meant something like this:
engine A vs. engine B: +400 Elo
engine B vs. human: +100 Elo
engine A vs. human: +300 Elo (not 500 as expected)
